The City of Wilmington, a top Delaware employer, seeks an experienced and analytical HRIS Analyst to join the Department of Human Resources. Reporting to the Director of Classification & Compensation, the HRIS Analyst will work closely with the Division of Classification & Compensation to efficiently and accurately process payroll for the City of Wilmington’s workforce.

DUTIES AND RESPONSIBILITIES
· Plan, organize, analyze, and execute the timely submission of payroll(s) and ongoing training of various payroll-related software as needed, including bi-weekly uniformed employees, extra duty and miscellaneous payrolls, and backfills as needed.
· Liaison between Payroll and other City departments/divisions to provide payroll-related software support and analysis, and leverage technology solutions to meet the needs of Human Resources.
· Performs analytical reviews of payroll and human resources information; generates and analyzes payroll reports and provides support for the human resources software and payroll related software(s).
· Assists department staff with technical issues related to the use of KRONOS. Assists staff in the creation of complicated queries to select and compile information from KRONOS as needed.
· Maintains familiarity with all HRIS (KRONOS and MUNIS) software and updates.
· Ensure City compliance with government regulations (FLSA, State, Federal, and City); maintains harmony among workers and resolves payroll issues; performs or assist co-workers in performing duties; assist in reconciling general ledger to various payroll reports; and lead support for internal/external audits.
· Assist with payroll related training for new and existing users to ensure comprehension and accuracy of managing time and attendance, as well as all new features within the software during upgrade cycles.
· Manages the payroll mailbox, responding to all inquiries to resolution, including employment verifications.
· Reviews and maintains minimum wage changes, G/L fund and project code updates/corrections, and calculations of retroactive payments.
· Assists in the development of new payroll related training documents, as well as maintain our internal SOPs (standard operating procedures).
· Performs all related work as required.
EDUCATION AND EXPERIENCE
Bachelor’s Degree in related field or demonstrated combination of experience/training required knowledge, skills, and ability. Combination of education and experience which provides the required knowledge, skills, and abilities.
· Knowledge: Working knowledge of KRONOS, Human Resources Information Systems software. Solid knowledge of human resources/payroll practices and procedures, including wage/hour laws and regulations.
· Skills: Proficiency in creating custom/stand reports, HRIS Systems including Kronos and Tyler Munis, and proficiency in the Microsoft Office Suite, specifically Word, Excel, and Outlook.
· Abilities: Ability to research, source, and recommend new tools, partners, and systems for the efficiency of the overall HR department. Ability to thrive in a fast-paced environment and work well under pressure, while maintaining strict adherence to established timelines.
· Licenses: Possess and maintain a valid driver’s license with a good driving record.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

· Vision: Ability to focus on computer screens with small print for extended periods of time.
· Working Conditions: This position is seated inside of an office, with the ability to create quiet and undisturbed space.
· Location and Schedule: Hours of operation are Monday – Friday from 8:30am – 4:30pm with occasional weekends and holidays.
TOTAL COMPENSATION
Compensation encompasses both salary administration and a comprehensive benefit package:
· Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.
